VGC — Regulation Set I

A Pokémon Scarlet & Violet VGC ruleset, officially documented in handbook §2.2.2. Reg I has been the active Premier-event format across two windows; the second window is in effect now.

Game
Pokémon Scarlet & Violet.
Team list
Open team list — both players see each other's six Pokémon and four chosen during Team Preview.
Restricted Pokémon
Up to two Restricted Special Pokémon per team (e.g. Koraidon, Miraidon, box-art legendaries).
Mythical Pokémon
Not allowed.

Usage windows

First window
April 30, 2025 → August 31, 2025.
Second window
April 1, 2026 → May 31, 2026 (23:59 UTC).

Eligibility (handbook §2.2.2)

From the VGC Tournament Handbook, section 2.2.2 Regulation Set I:

During this series of play, the following additional restrictions will be in place on the Pokémon used in battle.

  • Paldea Pokédex No. 001–400, Kitakami Pokédex No. 001–200, and Blueberry Pokédex No. 001–242, as well as certain other Pokémon are eligible to participate. Certain Pokémon may not be used.
    • Only Pokémon obtained in the Pokémon Scarlet or Pokémon Violet games — including those found in The Hidden Treasure of Area Zero DLC — or those transferred from Pokémon HOME are eligible.
    • Competitors may register up to two special restricted Pokémon to their Battle Team.
    • See Pokémon HOME or the in-game Poké Portal for detailed lists of eligible and restricted Pokémon.
  • Terastallizing is permitted.

What "Regulation Set I" means

A Regulation Set is the official Play! Pokémon list of which Pokémon, items, abilities, and moves are legal for VGC tournament play during a given window. The legality of a specific Pokémon is determined by the Set in effect, not by which Scarlet & Violet expansion it was introduced in. The full enumeration lives in Pokémon HOME and the in-game Poké Portal.

The headline difference from Regulation Set G — the previous major ruleset — is that Reg I allows up to two Restricted Special Pokémon per team. Mythical Pokémon remain banned.
